The spring-heeled boots are warforged attached components that are iron-soled calf-high boots. When activated, the boots grow coiled springs beneath them, allowing the warforged to jump higher heights.[1]
3rd Edition Mechanics

When activated by the command word, the spring-heeled boots activate their springs. These springs provide the warforged a +20 bonus on Jump checks with no maximum jump distance; a speed increase of an additional 15 feet, provided the warforged has a clearance of 10-feet to hop; and the ability to take half damage from falling on a Reflex save of DC 15. These springs have a deficit, though: the warforged loses its Dodge bonus to AC if it doesn't move at least 10 feet in a round, and takes a -4 penalty to Balance checks. The boots can function for a total of 10 rounds per day, though these rounds do not need to be consecutive.[1]
