The Black Fleet is a group of raiders located in the Lhazaar Principalities. They are slavers and pirates attacking the various towns and ports among the islands, including Port Verge.

It is rumored that they are led by Onkar, the former first mate of the adventurer Erdis Cai, who was reportedly lost at sea with all his crew. However, if Onkar is commanding the Fleet, he hasn't aged in more than 40 years and some believe he may be a vampire or other undead.

The Black Fleet only attack at night and always attack a new target. Survivors tell of raiders dressed in gray and black and having shaved heads.
